HEALTH INSURANCE POLICY

HEALTH INSURANCE POLICY FOR LCC NON-LITHUANIAN STUDENTS

Responsible Offices: Student Life Division, Migration Affairs Office, Student Financial Services Office.
Original Policy: 2006 10 06/PC Approved 2006 04 26.
Updated Policy: 2011 02 23/PC Approved 2011 03 02
Contact: Vaida Kiguolienė, Student Life Office Manager.

Rationale
The Migration Department of the Republic of Lithuania requires all non-Lithuanian students to have a valid document certifying that they have health insurance for the period of validity of their migration document (Temporary Residence Permit, Lithuanian National Visa, or a Confirmation Letter for an EU citizen Regarding His/Her Right to Reside in Lithuania). LCC provides non-Lithuanian students with a health insurance meeting all requirements of the Migration Department. This insurance policy guarantees the most effective medical service to its holders as well as the lowest possible price for this kind of service (even better price for insurance policy is offered when all students are insured by the same health insurance provider). LCC also provides efficient assistance to policy holders when issues related to using health insurance policy arise.

  • Health Insurance Policy Holders (LCC Non-Lithuanian Students)
  • This health insurance is mandatory for all LCC non-EU students at LCC.
  • EU students must obtain the same insurance from LCC in case they are not able to get a European Health Insurance card (issued free of charge) from their home country.
  • Study Abroad students are permitted to have a different type of health insurance for the period of their Lithuanian visas.

Purchase of Annual Health Insurance Policies
The selection of or changes in insurance providers and/or brokers are determined in collaboration between involved divisions at LCC. The broker ensures LCC students are properly insured under a reliable and cost-effective insurance scheme. The insurance price is subject to change annually. LCC orders annual health insurance policies, distributes them to students, and pays the provider for all purchased health insurance policies. It is the responsibility of each student to reimburse the institution for the full amount (announced to students in advance) paid for their annual insurance.

Responsibilities of LCC Offices

Migration Affairs Office is responsible for:
  • ordering health insurance policies
  • submitting the list of students (for whom policies where purchased) to SFS
  • informing Business Office about the purchase of policies
  • informing students when and where they should pick up their new policies
  • collecting students’ signatures on insurance documents and distributing documents to students
  • submitting the second copies of insurance policies signed by students to Students Life
  • working with Admissions Office on distribution of health insurance policies to prospective freshmen

Student Life Division is responsible for:
  • informing students about how health insurance works
  • making contacts with medical professionals in Klaipeda
  • walking students through the reimbursement (of expenses) procedures
  • submitting the second copies of health insurance documents signed by students to the insurance provider
  • canceling insurance policies when needed
  • ordering replacement copies of insurance policy when needed

Student Financial Services Office is responsible for:
  • charging student account for purchased health insurance policy
  • removing charges from student accounts when needed
  • informing students about payment deadlines
  • tracking students’ payments

Responsibilities of LCC Students (Health Insurance Policy Holders):
  • picking up health insurance policies when and where scheduled
  • keeping insurance policy safe and informing a designated person from Student Life immediately when replacement copy is needed
  • paying for annual policy in accordance with SFS guidelines
  • informing Student Life when assistance with using the policy is required
  • informing a designated person from Student Life when current policy should be canceled (see Insurance Policy Cancellation Procedures for more information)

Payment Procedures:
  1. Cash payment – students can pay at SFS Office at LCC International University during cashier work hours.
  2. Bank transfer – students can make a transfer to LCC International University’s AB SEB bankas or Swedbank account (Health Insurance should be indicated in a Subject line).
Any changes in payment procedures will announced to students by SFS staff.
Prospective freshmen (who are not on campus yet) must follow the guidelines provided by the Admissions Office staff.

Cancellation Procedures:
  1. Student must inform a designated person from Student Life if he/she will not to continue studies at LCC.
  2. Student must submit the original insurance policy document to Student Life.
  3. Student Life will begin the cancellation process and inform all LCC Offices involved in the process.
Full reimbursement of policy price is available when policy is cancelled two weeks before policy’s start date.
A partial reimbursement is individually calculated based on the date of the policy cancellation.

ATTENTION INTERNATIONAL NON-EU STUDENTS: SPRING 2011 INFORMATION

!!!THIS MESSAGE APPLIES TO INTERNATIONAL NON-EU STUDENTS WHO HAVE TRP CARDS VALID UNTIL AUGUST 31, 2011!!!

Dear International non-EU students!

We would like to remind you that TRP reapplication for 2011-2012 will start on May 2nd, 2011, and will continue until June 30th, 2011. All applicants will have to visit Klaipeda Migration Office IN PERSON and submit a packet of documents to get their TRP renewal approved for the next year. Please note that Lithuanian Migration Law DOES NOT allow you to submit your documents EARLIER than May 2nd (4 months before your current TRP card expires), or LATER than June 30th (2 month before your TRP expires). NO EXCEPTIONS are possible, so plan for these dates accordingly.

Klaipeda Migration Office requested us to prepare the lists of applicants intending to visit the Office during the first two weeks of May because usually these days are quite busy with many LCC community members willing to submit their documents as soon as possible. We were instructed to list not more than 30 visitors per day. Students get 20 places on May 2nd and 3rd and 10 places per day on these days will be reserved for faculty and staff. In addition, Thursday, May 5th, is also a subject to some possible changes due to the activities at Klaipeda’s Migration Office, and fewer students will be able to reapply on that day, but this matter will be finalized later. Jekaterina will prepare preliminary lists during the Spring Break and post then on LCC Migration Affairs Office blogspot (http://lccmigration.blogspot.com/).

Students will be listed according to their College Year, with senior college year students getting priority to go earlier. Current freshmen will be at the end of the list. Students participating in Work & Travel or other programs and having a proof of the necessity to leave Lithuania immediately after the end of the school year must contact Jekaterina and ask for a priority as well. Students registered for summer courses will not be included in the lists because they are able to visit Klaipeda Migration Office later in May or June. Also, if you plan to leave Lithuania immediately after the end of the school year and will have a possibility to return to Klaipeda sometime in May or June (for instance, while travelling to a different place, etc.), please inform Jekaterina and she will exclude you from the lists for early May. You will visit Klaipeda Migration Office later in summer.

The price for the TRP reapplication hasn’t changed – it is still 300 Lt. In addition, this year you will have to pay 290 Lt for your annual health insurance policy for 2011-2012 prior to visiting Klaipeda Migration Office. Therefore, please plan to have 590 Lt available to pay for your TRP reapplication and annual health insurance.

Details regarding paying for your annual health insurance will be provided by SFS later next week.

In addition, there an updated Policy on Health Insurance for LCC Non-Lithuanian Students attached to this e-mail. Read it carefully and contact Student Life (Vaida Kiguoliene) if you have any questions.

Details on how to make a payment for your new TRP card as well as other details of the reapplication process will be available to you shortly after the Spring Break. Please keep checking your e-mail and don’t forget to visit LCC Migration Affairs Office blogspot for more information on the process later in March.

Have a nice Spring Break!
